Porous building components will actually take on water and chronic exposure causes damage to spread from within.  Typically there are signs of this type of activity taking place.

Efflorescence (migration of salt/calcite on an exterior surface) staining, paint detachment, and water at the base of walls are examples of symptoms that should be addressed immediately.
